Co-operative Housing Ireland is the national organisation representing, promoting and developing co-operative housing in Ireland. Since our foundation in 1973 we have provided over 5,000 homes through home-ownership, shared ownership and social rented co-operatives. With our membership of democratically controlled local co-operatives, we continue to manage 2,000 homes across Ireland as well as providing a network of childcare services in our communities.
As one of the leading national voices for co-operation in Ireland we collaborate with other co-operative organisations to promote our model. We are members of the Community and Voluntary Pillar of Social Partnership and participate in numerous forums on housing and social policy. Internationally, we are members of Housing Europe and the International Co-operative Alliance, including its sector groups; Cooperatives Europe and Co-operative Housing International.
We are an Approved Housing Body and registered charity. We have signed the Voluntary Regulation Code for Approved Housing Bodies and the Governance Code
Role & Responsibilities
This role will report to the Senior Project Manager and will have overall responsibility for the successful delivery of construction and refurbishment projects within Co-operative Housing Ireland from inception to completion. Although based in Dublin this role will have a Leinster remit
The following is a summary of the key responsibilities:
- Represent Co-operative Housing Ireland at design team meetings and liaising with the design team and any appointed specialists to monitor that both progress and budgets are being maintained and preparing reports for senior management and board of Co-operative Housing Ireland
- Represent Co-operative Housing Ireland at all site meetings to maintain focus on brief and the criteria for project success.
- Develop and implement a monthly project reporting system for senior management and the board on programme targets, performance, disputes, delays or overruns from initiation to completion/handover
- Be responsible for ensuring that Co-operative Housing Ireland comply with our legal duties and responsibilities under any relevant Health and Safety Legislation
- Establish and manage procedures for housing management demonstrations and training on completed installations and ensure preparation of comprehensive operation and maintenance manuals prior to handover of any relevant stage
- Establish and manage procedures for identification of all costs associated with design changes, contract awards, construction activities and scope changes.
In partnership with Development and Finance Staff develop and implement a project feasibility process including a site feasibility checklist to mitigate risk.
Develop project feasibility briefing documents for external professionals and oversee their delivery
Preparation of project briefs:
Liaise with relevant Co-operative Housing Ireland colleagues to develop clear written project briefing documents establishing the project requirements, risk management, expected construction and finishing standards, funding limitations and any other specific project details.
Procurement and appointment of professional service providers:
Lead the process of procuring and selecting service providers and design team members.
Ensure that Co-operative Housing Ireland complies with procurement regulations and best practice utilising external consultants and advisors as required.
Manage the review and validation of tenders received and preparation of tender report.
Develop and maintain ongoing project cost statements identifying all cost items to provide basis for financial monitoring, control and reporting throughout the life of the project.
Work with the finance section around the development and delivery of project cash flow and expenditure reports identifying key financial milestones allowing for accurate business planning by Co-operative Housing Ireland.
Any other duties within the general requirements of the above that may be assigned by the Director of Development from time-to-time as appropriate to the position.
Education, Experience & Knowledge
- A relevant third level degree, preferable in in Engineering or Construction related discipline
- Proven experience and knowledge of Project Management including managing projects from inception to completion.
- Proven experience and delivery of large constructions projects, particularly in the area a residential construction or refurbishment on multi million euro projects
- A pro-active problem solver with the ability to pre-empt potential issues and to learn quickly and find solutions
- Excellent negotiation skills
- Excellent IT Skills
- Full clean driving license and access to own transport
- Knowledge / experience and understanding of social policy and not-for-profit sector
Conditions of Employment
The salary for this post is €56,000
Travel & Subsistence
Travel and subsistence will be paid at public sector rates.
Annual leave will be 22 days, exclusive of public holidays.
Co-operative Housing Ireland offers a defined contributions Pension Scheme. Employees have access to the scheme on successful completion of their six-month probationary period.
Location of the position
The successful candidate will be located in Dublin City Centre Co-operative House on Lower Baggot Street. Occasional travel and attendance at meetings and events on evenings and weekends will be required.
