Co-operative Housing Ireland moved digital last year for the annual rent review using a secure online platform called Keyholder. This change makes the annual rent review easier and faster for everyone, with less paperwork and postage, making it more efficient overall.
Online System - Annual Rent Review Information
To help with this process, please watch the step-by-step video about how to do your rent review online. Please make sure that your email address is up to date.
If you used the Keyholder platform last year and have changed your email address since then, please email rentreview@cooperativehousing.ie with your new email address, so that your account can be updated.
The following is the Income Information we require from you for this application:
Net Wage (employment income only).
Please upload one of the following as evidence of income:
· Employment detail summary 2025, which can be downloaded from your online Revenue account at www.ros.ie, or
· Three recent payslips
· DO NOT SEND IN YOUR END OF YEAR TAX STATEMENT
Social Welfare supports
Indicating which payment you are receiving,
Upload proof of your 2026 WEEKLY welfare payments only, for example:
· Slips from the Post Office or www.mywelfare.ie screenshot only
· A letter from your local social welfare office indicating weekly amount only.
· DO NOT SUBMIT BANK STATEMENTS FOR SOCIAL WELFARE PAYMENTS.
Please do not include the Winter Fuel Allowance in your total welfare income.
For household members aged 18 or over who are in college, please upload proof (for example, a letter from the college / school).

Annual Rent Review 2026 – Frequently Asked Questions
1. Can I save my progress while completing the rent assessment?
No. The online rent assessment must be completed in one go.
You cannot save and return to it later.
Please make sure you have all your income documents ready before you begin.
2. How do I upload proof of income?
You can upload documents in:
- PNG
- JPEG
You can take a photo of your document using your phone and upload it.
You can also upload a screenshot from your phone or computer.
3. I’m having problems with the online form. What should I do?
If you are having technical issues or are unsure how to complete the form:
- Call the Member Services Hub on 01 640 3074
- If it is a technical issue, take a screenshot and email it to
rentreview@cooperativehousing.ie
Important:
- Do not leave documents in Co-operative Housing Ireland post boxes.
- Do not email documents directly — they will be returned to you.
- Upload documents through the online Keyholder system only.
- If clinics are being held in your area, you will be told in advance. Please attend during the allocated times.
4. I am working. What income documents do I need?
Please upload one of the following:
- Your Employment Detail Summary 2025 from your Revenue account (preferred), or
- Your three most recent payslips
When entering your income, provide your Net Wage only.
Your Net Wage is your Gross Wage minus:
- PAYE
- PRSI
- USC
You will find this on your payslip or end-of-year statement.
5. I receive Social Welfare. What documents do I need?
Please upload proof of your 2026 Social Welfare payments, such as:
- Your latest An Post receipt
- A letter from your local Social Welfare office
- A welfare statement showing your weekly amount
- A statement from your MyWelfare account
Do not include:
- Winter Fuel Allowance
- Living Alone Allowance
- Child Benefit
- Domiciliary Allowance
Do not submit a bank statement unless:
- You receive Jobseeker’s Allowance,
- You work part-time, and
- Your welfare payment is paid into your bank account.
6. I have a dependant over 18 living with me. What do I need to provide?
You must provide evidence showing their current situation:
If they are:
- In full-time education – provide a letter confirming enrolment or attendance
- In employment – provide payslips
- Receiving Social Welfare – provide post office receipts
- Not receiving income – provide a letter from Social Welfare confirming this
7. I can’t complete the rent review online. Where can I get help?
You can:
- Visit your local library
- Visit a Citizens Information Centre
- Call Co-operative Housing Ireland on 01 640 3074
- Visit the Members Area on the Co-operative Housing Ireland website
