The Housing Alliance has today published its 2025 Impact Report, Delivering Homes. Securing Futures.

The report calls on Government to provide clear policy and secure multi-annual funding as the State prepares to publish its revised housing plan. The Alliance warns that policy shifts or short-term funding commitments risk undermining delivery.

In 2023 and 2024, Alliance members delivered 10,000 social homes and more than 1,500 Cost Rental homes. The report sets out firm plans to deliver a further 26,000 homes by 2028, providing secure, affordable housing for almost 70,000 people.

Collectively, the Alliance’s seven members now own or manage more than 50,000 homes for over 120,000 people nationwide.

Commenting on the need for stability to deliver this pipeline, Kieron Brennan, Vice-Chair of the Housing Alliance and CEO of Co-operative Housing Ireland, said:

“Approved Housing Bodies have significantly increased their output in recent years, providing more social and cost-rental homes for people who desperately need them.

We have ambitious pipelines, capacity and expertise to deliver thousands more homes in the next five years. For this to happen, Government must provide clear long-term policy and secure multi-annual funding. With that certainty, we can continue to deliver the homes and communities Ireland urgently needs".

The Housing Alliance is a collaboration of Ireland’s seven largest Approved Housing Bodies (AHBs): Circle VHA, Clúid Housing, Co-operative Housing Ireland, Oaklee Housing, Respond, The Iveagh Trust, and Tuath Housing.
